Utterback to lead Culpeper district
RICHMOND – James S. Utterback has been named to lead the Virginia Department of Transportation’s (VDOT’s) Culpeper District, effective July 25, 2008.
Utterback, who joined VDOT in 1999 after 14 years with the U.S. Air Force and an engineering and consulting firm, was promoted from project management officer in VDOT’s Scheduling and Contracts Division. He had earlier served as Charlottesville residency administrator in the Culpeper District that he will lead.
“I am very pleased that Jim will serve in this leadership role,” said VDOT Commissioner David. S. Ekern. “His familiarity with the district from his earlier work there, combined with his corporate and military experiences prepared him well to address the increasing transportation and emergency response challenges in that area.”
As Culpeper District administrator, Utterback will direct approximately 515 employees and be responsible for approximately 10,250 miles of state-maintained roads in the nine-county region. The district spans north central Virginia, from Fauquier County to Albemarle County, including the Blue Ridge Mountains.
“I am excited about returning to Culpeper District in this role,” said Utterback. “I look forward to the opportunity work with the district’s constituents to address the critical transportation challenges that lie ahead.”
Utterback will transition into this position over the next several weeks as he assumes duties from Acting Culpeper District Administrator Quintin Elliott. Elliott has been tapped to lead VDOT’s Fredericksburg District.
Prior to his promotion, Utterback oversaw statewide implementation of VDOT’s project management program, including the development of policies, procedures and processes. He also oversaw the integration of state-of-the-art project management software tools to support delivery of the agency’s Six-Year Improvement Program.
Utterback led VDOT’s Charlottesville Residency from January 2005 to mid-2006. He joined VDOT in 1999 as an engineer, working in its Management Services, Location and Design, and Innovative Project Delivery divisions.
He was a program manager for ITT Defense and Electronics in Roanoke between 1995 and 1999. Prior to that, Utterback served for nearly 10 years in the U.S. Air Force. He now serves as a Lt. Col. in the U.S. Air Force Reserves.
Utterback earned a master’s degree in business from Webster University and a bachelor’s degree in mechanical engineering from Virginia Military Institute.
Originally from Manassas, he is married to the former Rhonda Mace of Rockbridge County, and they have two children.
