County assessor to report to board

On the evening agenda for the June 2 Culpeper County Board of Supervisors was an item that had been rumbling through the community ranks and brought out some opposition. Namely, the board would consider adoption of an ordinance to establish the position of county assessor.

"I hope four of you have the sense to vote against this initiative," voiced Gardiner Mulford of Stevensburg. "I oppose the hiring of a full-time county assessor."

Janet McDonald from Salem District agreed remarking that county teachers hadn't had a raise in two years. "I consider it irresponsible...the assessor position should be maintained in the Commission of Revenue's office."

"I move that we establish this position," said Underwood. "It is not our intention to create a new position or to take money away from the schools...we are moving the office from the Commissioner of Revenue to the Culpeper County Board of Supervisors, we can do that under the Virginia State Code and I do support the motion," added Underwood.

"There is no new position that will be established by this, the work will be done by current staff, it is a change in reporting status but no more than that," said county administrator Frank Bossio.

Rixeyville board member Brad Rosenberger wanted to clarify the point even further. "These positions are already in place and have been for some time, it's a reporting change."

Steve Nixon (West Fairfax District) voiced similar sentiments. "All we're doing is moving the county assessor position, nothing changes, it's not quite as irresponsible as you think, we feel it's the time to do it. We're not creating a new position...rest assured that is not the case."

Both county attorney Roy B. Thorpe, Jr. and Salem District representative Tom Underwood assured the audience that the proposed ordinance had been properly advertised and that it was procedurally correct for the board to vote on this.

The motion was approved unanimously.
